In last 20 years VOC's have changed, polyols have changed and clears have changed, being in Canada, in a few months you will be at 2.1-2.5 VOC and that will be the biggest change you have seen, since you are most likely using a 4-4.6 VOC right now.

Its all paint gun, gun adjustment and proper application.
Assuming your using the right activators a nd reducers.

First thing is turn the wall regulator as high as it will go at least to 120lbs.

Then adjust air at gun with gun regulator.
Make sure you have no internal screen filter in your gun under the cup, if you do, take out and give to a painter you don't like.

Open fan up all the way and then turn in about 5-10% or just so the gun is not blowing out the center of the fan.

Base use 1.3 with fluid out about 2 turns to start.
If using 1.3 with clear have fluid out about 3 turns, 1.5 start at 2 turns.

Start at 20lbs for base and adjust air pressure up until laying perfect.
With a 1.3 you will be about 22-23lbs for most colors.

Clear with 1 .3 start at 25lbs and go from there, 25-28 may work out.
With a 1.5 and clear start at 28 and adjust may end up about 32-34.

Hold gun about 5-6 inches from car, not 8 or 10 as this is an HVLP and that is one of the biggest mistakes made.
