I have done this on some Harley Davidson swing arms that I refinished for a local dealer.Carefully scuff the parts with a red Scotch Brite pad. The powder coat is not that easy to scuff but it will sand with some effort. When it is fully scuffed, prime and paint as normal. The powder coat can also be removed by burning it off with a torch but great care must be taken so that you don't ruin the part.
