yes AND no...when you strip the factory paint off what you'll see is snooth metal with no scratches at all,its always that way so the stripping wheel alone will work and chem strip is the samewith even less molesting of the surface if done well..although I have epoxied over some cars after a good cleaning of the metal and it worked just fine ,most times I will sand with 80 or 180 it just feels rightand if its old steel you should really sand it good and clean it well Ive seen little rust specks and all kinds of stuff under paint..stripping without sanding should really only be done on newer steel...I'd say about no more than 10-12 yrs old ...give or take....
