I am wondering why HE isn't the one taking care of it? But your thought on carefully "operating" on it with a nice new sharp razor is a good one if you ask me. As it sits really, you need to sand it out and remove it then paint and clear the hood again. If you play your operation game and screw it up, you have to do the same thing, so go ahead and give it a shot.

But you will end up with a little flaw there, but maybe a lot less than what you have.

Another idea would be to repair it by sanding it out and painting just that area and clear just that area. A lot more managable repair if you don't have the tools and place to shoot a whole hood. Just a thought, it really depends on your expectations.
