Is there any clear under the tape?

I would do very simliar to how Brian suggested.

sand over the tape with 600 grit. Carefully sand just until the tape is exposed, then lift the tape with an Exacto knife.

I assume there is little to no clear under the tape.
I wouldnt touch the area under the tape with anything but waterborne w/g remover.
Then I would "fill" the recess left by the tape with clear.
block sand it level and polish it . If it looks like crap then recoat the complete hood if needed.
OR I would let the painter fix his mistake. You paid him to do it right, dont feel bad he made an error and has to fix it on his time. That is how it works in my world.
