Post Painting old bumpers

Have 39 Chevy and want to paint the bumpers, do I need to stip the chrome?

TO ANSWER YOUR QUESTION YOU NEED NOT STRIP YOUR OLD CHROME BUMPERS TO PAINT THEM

IF
#1 THE CHROME IS NOT CHIPED OR FLAKING
#2 YOU FIRST PREP THE CHROME BY FIRST
SANDING TO GIVE THE PRIMER A GOOD TOOTH SO IT
CAN ADHEAR TO THE OLD CHROME
#3 USE A GOOD EPOXY PRIMER
