I strongly suggest testing your POR adhesion before you do anything if you painted it on anything that wasn't rusty, rough or sandblasted. I had a massive failure with a comparable product where it blew off in sheets when I hit an exposed an edge with compressed air. I'll never use that stuff on anything other than rusty or sandblasted. Think of POR as "Paint Over Rust"
