I have a black 66 mustang and I'd like to paint gold rally stripes on it. The black is a ppg basecoat clearcoat combo.
What's a good strategy in painting them on? Should I scuff up the area with a scotch bright pad, then tape out the stripes, then put 3 coats of gold on and a coat of clear?
Any suggestions would be appreciated.

There's a lot of ways to do this and everybody has a different one.
I think the absolute best way is to scuff the whole panel first.
(I like 600 wet because it levels any peel in the panel, but a scuff pad
will work too)
then do your stripe and clear the entire panel.
I'll sand after that to flatten then clear again so the stripe is buried
and there's no ridge in the lines.
That's a lot of work, but it comes out much better than just painting on top
and pulling tape. It's just a question of how smooth you want it to be.

I do what ever is going to cover the other better last. In your situation I would sand all with proper final grit, paint gold past where the stripes will be, mask off what stays stripes, paint black, unmask clear the whole thing. Black usually covers fairly well in my experience so you may want to use a color sealer or primer if using that the gold will cover easy. No need to sand after spraying the gold before black unless its really rough or the time window has been exceded, or there is a lot of dirt nibs you want to knock down before applying another coat. You really want to avoid going past your time window anyways, as you will need to scuff and reapply that color if its exceded the window. If it is already black and just are adding gold stripes, I would mask off the gold stripes, apply a sealer color first to aid coverage, just enough to give a good easy covering base, but avoiding a big tape line to cover. Then the edge would need to be pinstiiped. Or you could wetsand the whole panel on any panel that will be recieving stripes and after adding the stripes clear the whole panel. Many ways to do this. You could also paint the whole car black and clear then come back later and wetsand the panels, add the stripes then reclear the panels.
