Park lock doesn't work on C4

The Park lock on the transmission isn't working on my 70 Mustang project (C4 Automatic). I guess I'm looking at a transmission removal/repair. You can here it clicking when you roll it around, but it won't lock. Maybe just a linkage adjustment? Has a floor shifter.

Remove the shifter cable linkage and force the trans into park position; see if it holds.
If so, adjust shifter using NEUTRAL as your starting point....

also Ford trans were noted for having park pawls that didn't hold good. in the 60's it became such an issue ( runaway cars ) that Ford sent out a sticker to all registered Ford owners that was to be placed in the dash center, it said to place trans fully in park and set E brake. my '67 Falcon still has that sticker on the dash.
