The GM A-body cars are a little different in the parking brake cable setup. There is a single cable that comes down from the parking brake pedal that passes through a hole in the trans crossmember. This cable passes though a U-shaped metal holder that also holds the crossover cable that attaches to the two cables from the backing plates. This crossover cable is attached to the trans crossmember with a big "S" hook and also is held by two smaller "S" hooks that go to the floorpan.
The first problem is that the front and center cables are different for different transmissions, since the crossmember is further back on the TH400 than on other transmissions. The actual adjustment is a nut on the end of the front cable where it fits through the "U" shaped piece that holds the center crossover cable. If any of the "S" hooks are missing, you won't be able to properly adjust the cable.
