passenger restraint and safty

I've got a 1994 dodge shadow daily clunker w/ 105k on it.It has that stupid restraint tract thing.Well it stopped working a while back but would try and makes this squeking noise all the time well today totaly sick of it I go to try and fix it and realize its a POS!!I get a little pissed and yank the belt,well good old american quality shined through as the seat belt ripped out of the ceiling.Kinda makes ya feel safer knowing that when your seat belt snaps in a colision you'll fly into that stupid airbag flying at 100mph toward your face.
These new cars will run along time but d@mn every little handle,bracket,knob etc... is made of plastic or tin foil.
Anyway is this stupid restraint thing required for safty inspection or is the lap belt enough???I don't feel like fixing it,maybe just cut the wire so I don't have to listen to it.

Planed Obsolescence

Obsolescence is the key word for these newer cars. Plastic cracks and the runners and window rails fall apart and the seat track binds and brakes and the rubber band thats the timing belt need changing every 60k. The Auto makers make sure people need new cars. They make them to brake apart before they are paid for.

Monte, ot sure about NY, but down here a lap belt is all you need (mandatory) for seatbelts, the shoulder apple grabbin' eye scrapin' facial hair pullin annoyance isn't a mandatory thing, just extra.
