patch panels

First of all let me say, what a great website with alot of help and info.
I have 77 T/A fenders with the typical rust holes at the bottom.
Should I go with patch panels or just by some sheet metal? I thought I read something about laying the replacement metal over the part to be replaced and cutting away what youre not going to use. Someone put me on the right track . I havent ever used a welder before but I 'm sure I can learn. I have read about just spotting to prevent warping. I will also continue to search this site for other info.
Thanks

SJU.
The offer still stands if you want to bring your stuff over and use my tools and shop. I'll give you pointers where you need it. You will be happier making the repair panels yourself. Aftermarket junk never fits properly.
