ither 1, are you getting blue smoke out the tailpipe?

Blue smoke on starting only. All plugs are wet. Engine was rebuilt just a few hundred miles ago, but the heads and valvetrain were not touched...how would I check for leakage down the valve stems?

its the valve stems. Depends how much you care about solving the problem, more than likely little or no oil is actually getting consumed in your 3000 mile intervals. As long as your valves are sealing ok at teh seat (i.e. a decent compression test) you should be ok. Just get to it when you can.
