Plymouth Breeze Automatic

My friend has a 1997 Plymouth Breeze with the 4 speed auto. (604 )
He lost the DR.and OD

When the dash light are on,(sometimes they don't work)the trans stays stuck in 2nd.

When the dash lights are off the trans will shift from 1-2 fine 3-4 shifts but nothing there.

Computer Tested at local Chrysler dealers,,verdict was all sensors work fine ,,they said the forward clutches were burnt.

??? To me it sounded more like an electrical short keeping it from shifting into the DR and OD.

Anyone have anything we could check before we have a major rebuild.
