The detent (aka kick down) cable hooks to the carb throttle arm below the throttle shaft so the cable will be pulled out as the throttle is opened.
The detent cable has a lock that has to be released, then the throttle fully opened, then the lock re engaged to hold the adjustment. Old, worn cables can slip at the lock, so if yours won't hold adjustment you might need a fresh cable.
Be sure to open the throttle from inside the car (need a helper) and be sure there's nothing like carpet or floor mats under the throttle pedal, and that the throttle pedal is opening the carb 100%.
