Por Metal Ready and the white residue+

I've never used this stuff before and I have a question. That zinc phosphate residue that's left over seems like it's kinda loose. I mean I can, without too much effort, remove some white powder just by rubbing the surface. Seems like the paint would not stick?

The project is a homemade locking rural mailbox. I cleaned the metal with Por Marine clean, then water, then dried, then left the Metal Ready on for 15 minutes, then rinsed. The top coat will be Rust Bullet. Should I try to remove some of this white powder? I know that's what provides the rust protection but I just can't see how the paint will stick properly if this stuff can be rubbed off. Please help if you have experience with this product. And thanks a bunch.

Update: Went to the manufacturers website, the powder needs to be removed with a wet rag.....apparently my rinse didn't remove it all.

Yes, the surface needs to be be clean even from the white dust. get in the habit of always washing it down with a pre-painting wax & grease remover and you will take care of whatever comes along.
