Powdered Pigment Question

I've seen bags of powdered pigment that you can mix with a clear or clear base.
My question is:
My girlfriend has powdered pigment makeup from MAC, can this be used the same way?

That is how paint manufacturers buy their colors to make mixing tints.

To answer your question about your wifes tint, it here are different grades of color tints, rated by heat and fastness.
The good automotive bases will be a 7-8 rating and a couple with a 6 as certain colors don't rate good but the stuff your wife has may be a 3-4 and not hold up in the sun at all. Cost different from a top tier to bottom for same color may be a difference of $30 a lb.

Another note is not sure about the tints you have but if the tint is same that paint companies buy you just cannot mix the powder, into a clear or a clear base as the tint must be milled, also it takes a mixture of dispersant's for it to work right.
