The problem I'm having is the rack needs to be as close up against a component as possible. Where the connections enter the rack is the problem.
Since I asked this question I received an answer on another forum I'll share in case this comes up for someone else. One this rack, anyway, there are two shiny "buttons" protruding through the steel tube 180* apart at the junction point. These position the steel tube to the aluminum housing. They can be pulled out with vice grips with a slight turning motion. There is apparently an "O" ring seal in there, so the tube can then be rotated to any angle. Then redrill two small holes and lightly hammer the positioning buttons back in place. Finis!
