No you don't need a functional choke on a blower motor. Especially in Spain.
Chokes are illegal in Spain.

(the choke is for cold weather start up/warm up on a stock vehicle)
Not going to work on a blower motor with a blower hat. Cut them off. Do not cut off the bowl vent tube boss.

Always start up a blower motor with a CLOSED throttle.

Once it fires up:

You warm up a blower motor by holding it at a high idle speed 2000+ rpm and let it warm up, before driving it.
You don't need a choke. Don't allow the motor to idle slow, when its cold. Keep the rpm up, when its cold, untill some heat gets in the blower case. The idea is to get some heat in the blower and intake manifold quickly to eliminate fuel wash, engine wear, backfireing and short plug life. RPM is your friend.
