The crankshaft pulley may be put on incorrect.
Remove it and rotate it around and see if it will fit flat. If it is a two piece it can be bolted on wrong. If its bent Id recommend replacing all the pulleys, the grove can be worn deeper than the norm and wreck a belt. Tightening is from the alternator keeping about 1/2" when pushed down on the top center of the belt. You should try to align the crank pulley no matter what.

a friend of mine has a 79 trans am 403, his belts did the same thing. theres something u can buy called belt dressing. it might be because of age and wear. u can more than likely pick it up at ur local autozone
