Even with heavy break in lube it should turn with very little effort! Did you have cam bearings installed? If you gobbed a lot of cam lube on the rear of the cam it can hold the cam out a little it has no way to escape that area in the rear of the block creating a hydo. lock! I only put the break in lube on the cam lobes and lifters and break in oil on the bearings and cam surfaces that ride on the bearings! You can knock the plug out in the rear of the block and see how far the cam is going back! and replace with a new plug after! What timing chain are you using ?
