I thinking it would be a good idea to look for a wiped cam lobe and lifter before you go any further.

So did you physically compare it to another pushrod in the motor? Dam it man, you should be able to tell if its wore out or just short to begin with. Maybe it was mixed in with standard length pushrods by accident

Thats what I was saying...any wear should have been obvious by sight. Just being shorter makes me think it was a misplaced or mislabeled pushrod that was installed by accident.
