quarter panels

i'm getting ready to put new quarters on my 63 nova convertable , i also plan on a MII front and four link rear (heidts) . i'm not sure if i should do the quarters first or the frame work first , the body seems to have a slight sag , the door top gaps are closer at the top than at the bottom . so i'm wondering if i should stiffen the frame first . any suggestions ?

I personally would start at the bottom and work my way up. You build a building that way. You need a good foundation to build to. If you put everything together with a sagging frame, then you will need to replace it with a sagging frame.
