question about rust w/picture

Well im going to be patching some of my fender lip on the rear 1/4 panel in the next few days. there is some surface rust and I was wodnering if that should be cut too or could I run over that with a flap disc and see how it turns out first? I dont want to do extra work if I dont have too.

Buy a handheld spot blaster and sandblast this area, I think it'll clean up fine. Replace the lower section. Coat all the seams from the inside with a rustpreventative spray like 3M's rustfighter or cosmoline. Epoxy prime the exterior when you get the metal completely sanded with 80 grit and clean. Bodyfiller can be applied over the epoxy, scuff the epoxy first if it's been curing for more than one day.

Thanks will pick one of those up in the next few days. Trying to get this thing completely done by june 16th and it looks like this now, gotta tune engine, finish suspension, and do body work
