I have no idea what paint you are using or what grit sandscratch the paint will fill. Try to find a product sheet for the flat black you are spraying, and it should tell the final grit you need to sand with. I usually feather bigger chips out with 80 or 180 on a dual action or orbital sander. Smaller chips you should be able to feather out with a finer grit. Feel the area you have feathered and make sure you can't feel an edge where your feather is, and there should be able to see the layers of paint that were feathered with a nice transition a ways out from where the chip originally was. The safest thing would be to put a coat or two of primer on your feathered areas, and sand it with the final grit recommended for the paint you are spraying. If the chips aren't so bad and the feathers are good, you may be able to get away with spraying a sealer just before paint which will also fill a little bit courser scratch then most paints, or go over your feathered areas with a finer grit sandpaper to take out the 180 grit scratch. May be kind of risky not priming it, you don't want to see rings and low areas everywhere you have a featheredge, so I would recommend priming to lessen the chance, and sanding the primer and rest of the car with as fine enough grit that the paint you are spraying will fill.
