Mattel made the apology trying to head off price increases the Chinese gov't is thinking of implementing for regulation fees. The Chinese gov't has gotten so much adverse publicity (think of executions here also) that they are planning on regulating much like the FDA, EPA, USDA, etc, in this country. Cost for these programs will be passed onto the buyers, of course. Mattell would like to self regulate, apologizing, making the problems Mattel's fault, head it off before the Chines Gov't does their thing. It's all about money...
The same article had a piece about the Oriental Trading Co (a mailorder busness, cheap crap) having up to 60% lead in their jewelry. You get what you pay for...
