rare rust problem

I bought a hood that had been sandblasted, left on the car for a long time outside with no primer, etc. It was very pitted but straight.After sanding and stripping, It has runs of rust just like you had poured liquid rust on it and let it run down the hood. I sand blasted for 8 hours, used navel jelly, sanded, and then re sandblasted for 5 hours and last night painted it with expoxy paint. This morning little WET spots of rust are showing up where the runs were. Like liquid rust. Anybody ever heard of this or can you give me a cure.

If you do not convert the rust to an inactive state, it will return even under epoxy. Treat the bare metal with something like Ospho that will kill the rust, then repaint.

Rust Mort

These agents transform the active rust to and inactive stage. The acid etching will seal the metal and not allow the rust to return if you don't let it set out in the weather before its primed or sealed with sealer primer. Go to your local paint supply store and ask for an agent to seal the rust. I use Rust Mort, I call it Rust Morf. There are many more agents out there to choose from. I thought Jelly was one of them, maybe yours is Old or watered down.
