This is usually not something that can be accomplished at home. The axle tubes must be cut square and the amount of material you desire removed. Then the tubes and axle retaining flanges need to be accuratly repositioned and welded back together, taking care not to warp the housing with too much heat. after that is accomplished the axles need to be shortened and resplined. This last step can be accomplished by a reputable machine shop, or you can buy new axels to fit.
