Remfg. crank journals

How uncommon is it to find mains .010 under and rods .030 under on an out of the box reman crank?

Fairly common I believe for mains to be .010 under but rods .030 under is the limit as far as I'm concerned and of course less under is much better.

Yep, fairly common. 400 cranks get even more crazy, .040 mains and 30-40 rods. Lot's of meat on the 400 cranks.
