The tack welds on the bolt heads are not factory, looks like someone got in there and welded them because the original knurl under the bolt heads must have gotten stripped or the hole slightly egged out.
Sorry, but you have no choice but to pull the headers to remove the A-arm
, unless you can get in there and grind that weld off with everything assembled.
