It depends what is under the chrome.
Last month, I stripped all the chrome of the plastic trim on my monte, I took the trim off the car and let all the parts sit in a bucket of muriatic (hydrochloric) acid.
It took time, and every now and then I peeled some off by hand/tweezers, but it worked.

DON'T TRY THIS IF YOUR TRIM IS MADE OF POT METAL, pot metal will disolve in that before your eyes.

I don't know what will work on steel.

As I remember that chrome clips on over the drip rail. If you start at one end you "peel" it off. I have used a church key to start it.

They are VERY difficult to get off and many times get damaged. I would think long and hard about removing them at all. You can do a fine job painting the car without removal. I believe they are stainless steel. If that is the case you can plastic media blast the car without harming them. If they are aluminum, all bets are off.

Around here, plastic media blasting can be done for about $400.00.
