Unhappy Removing harmonic balancer

Help!! I have a 1990 Mercury Cougar,3.8 V-6 non-turbo.
My problem is, 3 of the 4 bolts broke off in the harmonic balancer. They broke off flush with the balancer so I \can't use vise grips or anything to unscrew them out. I really don't want to drill them out while its still on the engine. There is hardly any room for that. I can't use the regular balancer remover because of the broken bolts. How can I remove it?? May be a gear puller??

By the way which way do I turn the bolt in the middle of the balancer to remove it??
