Post Repainting The Fender too.

I've got a gallon can of Dupont Velvaseal (Did I spell it correctly?) here. It's the sealer that the jobber said I should coat the etching primer with. Question: Can I scruff up one of my fenders, seal it with the sealer and then repaint it with scrylic enamel?
