As I recall, you have to remove the wheel and the turn signal switch, then depress a tab in a slot next to the switch inside the column (lock in the RUN position) to get the lock cylinder out... at least that works on later 70's models.

Or, if it is stuck, very carefully drill it out. I had a car ('73 Buick Century) that I had to do that with. At work one night. In a blizzard. I despise key/lock issues more than chasing electrical gremlins...

In a while, Chet.

This web page shows GM column disassembly for tightening a loose tilt column, but the steps up to ignition lock removal are the same for all 69-up GM columns.

You will do quite a bit of disassembly to get to the release, and then the lock cylinder simply slides out.

The only hard part is the lock plate remove/reinstall, and that is not bad if you buy, borrow or make a removal tool. I didn't want to make a run to the store, so I made a tool from a flat piece of metal stock and three bolts. Its not pretty, but it works okay.
