The springs in your seat would not be welded to the frame, nor are they repairable if they are broken. Broken springs need to be replaced. Any competent upholstery shop familiar with auto seats should be able to do the job, but you need to tell them exactly what you want done and then hold them to it. Make sure they replace the padding if it is not in good shape. Have them take pictures of the process as they go along to make sure it's done right. Check out this thread: CLICK HERE
