Are you shimming the starter properly? you should be able to slide a 1/8" drill bit between the ring gear teeth and the snout of the starter. If you do a google search on this there are some good guides.

i found a could be problem

I was turning the motor over when i found that teeth had been ground down alot and left a protruding pieces of the flywheel. The teeth have been bent into sharp stubs that i figured must be pressing the starter out of alignment. Do you think Im on the right track ?

I had a problem like this years ago. I wound up getting a cast iron nose cone starter, with a staggerd bolt pattern to fix it. The problem I had was the starter with no shims was still too far away from the teeth in the flexplate.

starter problem.

One concideration, although kind of extreme, is, has the thrust bearing in the rear main cap worn down to the point the crank is moving "in and out",affecting the tooth contact of the ring gear/starter drive? Make sense? Might try "forcing" the crank-flexplate-converter forward, to see if contact improves, at least momentarily. This actually happened to my sisters 68' Camaro, 327 engine many years ago. What does the engine oil look like? Any bearing material floating around in the oil?

you just have a starter for a 153 teeth flywheel bolted to a block fitted with a 168 teeth.

replace the starter, problem solved.

And make sure you're using correct starter bolts. Chevrolet starter bolts have a knurled shoulder on the shank.
