What mark on the crank? The timing mark on the damper?
What do you mean by "the cam mark was at the fuel pump..."?? Are you talking about the timing dots on the cam and crank gear? If so, these positions are with the #1 piston at TDC on the compression stroke? Did you change the cam or timing gear recently? I mean, what have you done to make this like it is? You need to line up the dots on the cam and crank. Do a search for cam timing. How to verify crank and cam markings?

the dot on the crank gear the cam gear dot is was that way when i got the motor it wasnt gettin but 2500 rpms so i got a rv cam when i took motor apart the dots where off so put the crank dot at 12 and cam dot at 6 oclock still doin 2500 rpms

And you're sure the #1 piston was at TDC on the compression stroke?

iam not sure if it was was not home when it was stared how do know for sure i had the #1 on top but but it mite not of been on the comp stroke will that mess up the rpms

no it dose not idle at 2500 rpm it wont get no higher than 2500 rpms it idles at 500 rpm

can the cam make it not get up past 2500 rpms can it be to big of a cam i think it is a comp but i dont know how to tell i think it is a costm grind it has # engraved on the front where the timein gear goes

You need to go from square one. Make sure the cam is installed correctly, adjust the valves correctly, get the #1 piston at TDC on the compression stroke, set the distributor with the rotor at #1 when the #1 piston is at TDC and start it, then set the timing.
Some of the things you say here are bizaar and make no sense. It'll rev to 6k without the prop on and only 2,500 with the prop? What's with that?
