I have not measured the pushrods, but they are new out the box. I did swap the both the pushrod and rocker together with another cylinder and the noise stayed with the original location. It did not move with the rocker, so I don't think it's the rockers anymore.

I have not checked for rocker to retainer clearance.

They are both set at zero now and are fairly quiet. They do get a little louder as they warm up.

If it were the lifters, wouldn't the noise be coming from down in the lifter valley? Not in the rocker area at the top of the head? And both pushrods appear to be turning.

Nope, the noise would be coming out of the rocker assembly area, due to the play would actually be enhanced in the rocker assembly. Did you also check for the wear/contact mark on the valve tips too?
