I haven't used the Rust Bullet product and their website is somewhat evasive on the answer just saying "work with any topcoat" - they don't say anything about scuffing or further prep work
Since they don't outright tell you I'd treat this stuff the same as any other base primer I might use...if its been over 24-48 hours your best bet is to lightly scuff with 180, do any major bodywork and and apply a couple of coats of high build primer like PPG k36. This will give you a base to start blocking.
