Rust damage repair

I removed the cowl vent on my 65 Mustang. The left side "top hat" and surrounding metal is in good shape. However, the right side is pitted from rust. I media-blasted away the rust to see how much damage. There are three small holes, about the size of a pencil lead, on the sheet metal panel not the "top hat". The rest of the metal is intact, but I am sure it is thin and there is much pitting.

Question, since there are only three small holes, do I cut out the vent and replace it with a vent repair panel? Or, is there a good chemical coating, (fiber glass, epoxy...), that will prevent more rust and make a good seal and last a long time?

This piece is not part of the structural integrity of the body. It allows fresh air into the interior and keeps out rain.

The engineer in me says you need to remember one more piece of info.. As this is part of the system allowing fresh air into the car, holes in it may allow exhaust gasses from the engine compartment into the car. Structural integrity is not the only aspect of safety..
