Rust inbetween Double Seem Questions Advice on ATTACK Plan

I have discovered some rust in my car but I am having a tough time deciding how to fix it :smash:. In the picture below I am going to cut out the inner passenger floor board hole and put new sheet metal (shown in green) in. Now the problem is I cannot get behind the curved wheel well where I believe the seem sealer has failed (water is indicated by the green and blue puddles). I am still unsure where the leak is coming from but its 1 of those 2 spots.
There is rust on the inside triple sheet metal welded walls as you can see from the photo. So I was thinking to use some sort of rust converter (such as picklex 20 or eastwoods rust converter other suggestions?) and pouring it into the hole once I find it. After that wheel off as mush rust as possible and then apply some sort of encapsulator such as rust bullet. Then apply seam sealer on top of the rust bullet. On the interior I would wheel off as must rust as possible and apply rust bullet on top of that. My thinking is once the rust bullet and the seam sealer are down no more water will penetrate and hence the rust will not be able to grow anymore.
What are peoples thoughts on this attack plan?
Sounds like you already have a good idea the only way to get rid of it is to cut it out and replace.
That being said your plan of attack doesn't sound too bad.
I've learned that in certain circumstances you can only do the best that you can do given acsess, time, budget, skills and tools available.
Then, someday down the road when or if it gets worse in the time you own the car - you can always cut and repair then.
The rust looks like a result of moisture crawling into the seam from the bottom. Sometimes dust, etc.. will collect in the seams and actually draw moisture in and hold it there. Is this a european car? it doesn't look familiar to me. Sometimes you can work a stiff putty knife or scraper between the spotwelds and spread the seam open enough to clean it out well with a spot blaster. Us a hammer and tap that putty knife in easily and carefully and the seam will stretch open between the welds. After cleaning just brush some epoxy primer in there, then apply some urethane seam sealer and then hammer and dolly them closed allowing the extra sealer to squish out-I've done this quite a few times when access allowed.
Hey baddbob its actually a 92 camaro :D Today I poured some water into the water channel and nothing came through so I think its getting caught up in the back of the wheel well. I am sure the seam sealer has failed.
Hmmm so epoxy primer and then some urethane seam sealer if I am able to open up the seams. I will give opening the seam a try. It looks really challenging since there are 3 walls to try and open up but if thats possible it makes sense.
Also forgot to memtoin that the rust has some permatex rust blocker on it (put it on there temporarily) and that is why its black.
