Hmm . . . If you were doing a major restoration I would suggest buying a solid used frame. Those trucks are plentiful @ the junk yards. However it sounds like you want to patch and repair and just keep it on the road. In the latter case, you are pretty much restricted to just what you described in your post - search for, cut out and replace the rotten plates. "Some" welding experience is relative - can mean you can strike an arc 3 out of 4 times w/o killing yourself all the way up to being able to run a bead that would pass a certification test. If you are not pretty far up the scale to the certified weld, I would recommend you take the truck to a good welder and ask him to do the minimum ($$$) to get the truck safe again. If you want a show stopper, go for the replacement frame.
