Everything that came on the car but the bumpers you can leave off.
A defroster is just something you need, but I don't think it's mandatory. And you don't have to use a 3rd brake light. This is in Texas, in Canada I'm not sure. but if you get to know the people that do your inspections, they will most likely let a few things slide. The people I take my cars to let most of my crap slide. And my bro knows a guy and a friend of mine knows a guy, that will cheat a polluting car on the emissions test. |

Are you referring to state inspections or one such as the NSRA conducts? If it's state, go on line to your state dmv and they should list what is required. Or; go to http://www.nsra-usa.com/ and they list what their criteria is for their safety inspection.

Here in Ontario, you need everthing that originally came on the car to function properly.
That includes lights, wipers, heater, defrost, etc. The tires, suspension, steering, exhaust must all be in good shape. If the car did not have seat belts when new, it does not need them. However, if the have been installed during the life of the car, they must remain. I would think that you would want them anyways. There can be no rust holes in the body, or floor. Any jagged edges that may hit a pedestrian must be removed. Hope this helps a little. When you talk to a mechanic about bringing it in, talk to him 1st, describe what you are doing and he may have a few pointers. Where you at 49?....I am near Toronto.
