Many builders plug those 3 holes in the deck of the 400 block because they are prone to cause cracks being so close to the head bolt holes.

It COULD potentially cause cracks in a head also. If they are not drilled you have less potential for the problem because you haven't introduced any machining stress or compromised the integrity of the casting.

Common sense and a simply looking at the design of the block would easily alleviate any doubt as to whether the top 3 holes are needed or not.

Drill the holes in the heads and forget it.

Competition engine builders don't need them because the engines are always wound tight.

Street engines that see low RPMs and low water pump speeds need the steam holes.

I am an automotive machinist and technician also and drilling the steam holes for a 400 is just common knowledge. Make sure that you drill the intake side holes at a slight angle so you drill them into the water jacket and not the bolt boss.
