I dig up a piece of exhaust pipe or pcv pipe that fits around the crank and onto the seal, I lightly lube where the seal slides in. Place the piece of pipe up to it, use a hammer sideways on the pipe to apply a even force.

I have a tool I made out of PVC pipe and an aluminum disk. The PVC pipe is 2" in diameter and roughly 2" long. The aluminum disk is 2" in diameter and 1/2 thick with a 5/8 hole through the center. With the seal in place I use the balancer bolt to press the seal into the cover. It works well especially when there's no room to swing a hammer.

I've always used that old brown gasket sealer for insurance and to slick things up, but it can be messy doing it on the vehicle. Plus it's probably way too old school these days.
