The bolt you referring is a hold down bolt. You suppose remove it and use a long bolt to hold the fuel pump rod up so you can install the fuel pump into the block without fudging around. Once you installed the pump you remove the long bolt and the rod will slide down. After that install a short ("1/2) bolt to seal the oil leak without jamming into the fuel pump rod.
