Big cam, tight converter and high rear end ratio? Retarded timing? Lean carb?

You don't have enough carb for one thing, but that wouldn't stop it from power braking. What intake are you using? Performer? Torker?
Get on dirt and do a brake test by getting up to 15 mph then slam on the brakes, if the rears lock up before the fronts do the rear brakes are adjusted too tight. If the converter is stock then the engine doesn't have enough low end torque with the given cam to power brake. What size tires are on the rear?

I was thinking the torque converter, if it's to low of a stall speed then that answers your question. That cam is 244 @.050 and should be used with about a 3500 stall.

How tall are 315 tires? Jack up the rear and rotate the tires one full turn counting drive shaft rotations to find your ratio.

that 2200 stall would be the first thing i would replace, i would go with a 3200-3500. that cam has a lot of duration to it and dosen't make much power down low, it makes it's power from 3000 up

Yeah, I'd say you're way lower geared than 3.73's! I'm running 3.73 rear and I'm turning about 2800 at 65 mph. Sounds like your rear gears are at least 4.33 or even 4.56, unless those 315's are really low profile.
