Don't know in your area, but here, it only had to have the belts if it originally came with them. Got stopped a couple of times in my 55 Chevy.....no ticket, but you still get the lecture.
Finally put belts in my old cars when the grandchildren came along.

I go to Pick-A-Part and get seat belts for every car I build. Willys has 'em, '53 Chevy pickup has 'em.

I know of no law that says you have to add them if they did not have them but I don't know all the laws. I also have found the DMV to be next to usless as the bums there know even less of the law all they do is push papers and try to act important. I would call your state police or do internet searches. As said for safety I would mount some but I would want 3 point units not just lap belts.
