I have decided to tear out and re-upholster the seats on my 1939 Ford Panel Delivery. The seats are the original, yet they're in pretty bad shape upholstery-wise. I removed the passenger seat and all its upholstery, and have removed most of the burlap/horsehair padding.
Prior the getting the seats sandblasted, I assume I will need to disassemble the seat back from the seat bottom. However, the bolt that holds it them together is puzzling

. I am not sure how to remove it. The seatback pivots on this bolt, yet neither the outer dome bolt, the inner washer, or the inner bolt move. I would assume this setup is common to Fords of this period. Can anyone tell me how to remove them? Should they just slide out, or what? Thank You.
