Seized Bolt in Engine Block

I'm attempting to remove a bolt on a 327 engine (1964 GM) located the side of the block. I've tried the strong arm approach, but no luck.
I've reviewed a few of the other posts regarding this issue but they were not directed related to an engine block.
Some of the suggestions are listed below, should I apply these same
techniques to bolds mounted on the engine block? I presume the heat of the oils/engine seized the bolt.

Thanks in advance...

1. heat up bolt, cool down, reheat, cool down, attempt to remove bolt.
2. easy out
3. PB blaster
4. Aerokroi

Is the engine in a car ? Is the bolt head broken off ? Can you get to it easily to clean around the threads or is it holding something to the block ?
